If I'm not mistaken, don't we get the shards based on whether or not we won wintergrasp last? We spend the shards on heirloom gear.

It would've just been nice to have a reliable way to grind that.

Heirloom items aren't all that are available for purchase with these shards. If we were to give them out to everyone running dungeons regardless of who controls Wintergrasp, we might as well dissolve the shards into emblems and place the shard rewards on the emblem vendors.

Stonekeeper's Shards are meant to encourage players to try and win Wintergrasp as well as run dungeons, as you can buy some good PvP items with them, whether they're heirloom items or level 80 items. It's a way of rewarding players for participating in multiple aspects of game play.
